Jerry Jackson, associate professor of construction science at Texas A&M University’s College of Architecture, released a landmark study July 15 that measures energy efficiency in state office buildings across the nation.
“This ranking is important because it provides the first assessment of efficiency achievements in individual states and, more importantly, uncovers how much efficiency potential still exists,” said Jackson.
His study showed Maine at the top of the efficiency list, with 41.7 of its state office buildings exceeding the U.S. government’s Energy Star standard.
Texas ranked 30th in the study, with 21 percent of the state’s buildings exceeding the Energy Star standard.

In April 2008, John Wiley and Sons published Jackson’s book “Energy Budgets at Risk (EBaR): A Risk Management Approach to Energy Purchase and Efficiency Choice.”
In his book Jackson describes, for a nontechnical audience, the Energy Budgets at Risk (EBaR) system, which he developed. The system provides a new, quantitative approach to evaluating energy efficiency investments using modern risk management tools.
